This page outlines the legal aspects related to the use of the frame agreement

Generic remarks

The frame agreement is a non-catalogue based frame agreement. Which means there is no predefined fixed catalogue to order from.

Instead, we opted for an open frame agreement in where products can be procured AFTER the following conditions and/or processes are completed:

  • all demands must be defined as tenders
    • A tender document must be created and validated in your organization (see next chapter for specific requirements)
    • An award document must be created which describes the award criteria (based on the award criteria defined in the frame agreement or the correct application of a by VITO provided template), the method of scoring (when do you get a score of 5/5, when 3/5, ...) and the scoring itself and a justification for each score given
  • the VITO tool is used to facilitate the tendering process (mini-competition)
    • the publication of the mini competition is done based on your tender document which you upload in the tool
    • the award of the mini competition is performed in the tool AFTER you created the award paper and got that paper approved in your organization AND if you are unsure: ask for validation by VITO BEFORE awarding

The following paragraphs below will describe the awarding criteria and how to apply them. Just keep in mind that a mini-competition is an official public tender process, with almost the same laws and requirements as a standard public tender.
